TikTok Shop cross-border selling in Europe: what brands need to plan before 19 October

TikTok Shop opens wider UK and EU cross-border selling on 19 October. What changes, what still works country by country and how to plan content per market.

Short answer: TikTok Shop plans to open cross-border selling between the UK and the EU to more sellers from 19 October 2026, after a pilot with selected merchants that started on 21 September (EqualOcean, 2026). Listing products in a new market gets easier with one account. Each market still needs its own content plan, because sales on TikTok Shop come from videos in the shopper’s language, made by people that audience already watches. The order you open markets in should follow where you can produce that content.

We run organic TikTok for consumer and tech brands from our office in Helsinki. Below is what changes, what still works country by country, and how we’d decide which market to open first.

What changes on 19 October?

The programme runs in two directions:

  • Sell to UK. Eligible sellers based in Belgium, France, Germany, Ireland, Italy, the Netherlands, Poland and Spain can sell to British customers.
  • Sell Across EU from the UK. UK sellers can open up to 12 EU destinations, including France, Germany, Italy and Spain.

It builds on tools EU sellers already have. TikTok Shop has been live in ten European countries since 15 June 2026, when Austria, Belgium, the Netherlands and Poland joined France, Germany, Ireland, Italy, Spain and the UK. Its Sell Across Europe feature lets a seller in one EU market reach the others from a single account (Ship24, 2026), and the Global Listing tool publishes products to linked shops with options for translation, pricing and stock.

Access depends on eligibility. A shop needs to be active and in good standing, with recent sales and no significant outstanding negative balance, and the rollout reaches individual accounts in stages.

What still works country by country?

  • Delivery. For EU sellers shipping to the UK, TikTok’s guidance specifies Ship by Seller, so you choose and pay the carrier and handle delivery problems yourself. For UK sellers shipping into the EU, Ship by TikTok is the default according to integration provider ChannelUnity’s summary, and shipping orders yourself needs approval.
  • Tax, returns and product rules. These still follow each destination market, even when you manage every shop from one Seller Centre account.
  • Content and creators. This is the part that decides whether a new market sells.

Why does content decide whether a new market works?

On TikTok Shop, people buy what they come across in their feed. Common Thread Collective, a US ecommerce agency, found that the content that converts looks and feels like organic TikTok, and that repurposed Meta or YouTube ad creative typically underperforms (Common Thread Collective, 2026).

That has a direct consequence for cross-border selling. A product listing can be translated in a click. A video that holds a German or Spanish viewer for 30 seconds needs someone speaking their language, with references they recognise, and subtitles on your home-market video won’t do the same job.

Demand also varies a lot by market. ECDB estimates TikTok Shop generated €4.07 billion in European sales in 2025, with the UK carrying most of it and continental markets still small relative to their size (ECDB, 2026). A UK seller opening 12 EU markets at once would be spreading its content budget across markets where social shopping habits are still forming.

How should a brand choose which market to open first?

  1. Start where you already have proof. Pick a market where you already have customers, reviews or regular questions in your DMs.
  2. Check creator supply in that language. Before you list, search the affiliate marketplace and TikTok itself for creators in your category who post in that language. If you can’t build a shortlist, wait with that market.
  3. Budget for native-language video. Plan for videos recorded in the local language, by creators or by someone on your team who speaks it.
  4. Settle delivery and returns first. Delivery problems show up in reviews, and shoppers see those reviews next to every video that links to the product.

What should brands do before the holiday season?

If you’re eligible and your home market already sells, open one new market now and keep the rest for the first quarter of 2027. Brief creators in that market this month, so videos are live before the November and December shopping peak. One market with local creators will tell you more about cross-border demand than five markets with translated listings and no local content.

Frequently asked questions

Is TikTok Shop available in Finland?

Not yet. As of October 2026, TikTok Shop runs in ten European countries: Austria, Belgium, France, Germany, Ireland, Italy, the Netherlands, Poland, Spain and the UK. Finland and the other Nordic countries aren’t on the list.

Do I need a separate seller account for each country?

No. The cross-border programmes let you manage several markets from one Seller Centre account. Each destination shop still has its own settings for pricing, delivery and returns.

Can I reuse my existing ads on TikTok Shop?

You can, but expect weaker results. Common Thread Collective found that repurposed Meta or YouTube creative typically underperforms on TikTok Shop compared with content made for TikTok.

When does wider access open?

TikTok Shop has planned wider availability from 19 October 2026. Access depends on your shop meeting the eligibility criteria and on when the rollout reaches your account.
